Roadway Capital Improvement Projects
Cottonwood Drive Widening
(Work consists of widening Cottonwood Drive between Jordan Road and Cottonwood Way intersections)
The roadway project is substantially complete except for some minor pavement marking and erosion control work that will occur in the spring of 2023 as temperatures allow. The median landscaping project is complete.
Parker Road Sidewalk Project - South
(Work consists of installation of a multi-use trail/sidewalk on the west side of Parker Road between the Twenty Mile Road intersection to the Hess Road intersection with a spur to the Cherry Creek Trail)
This project is substantially complete. The Town has received approval for partial State multi-modal funding for this project.
North Parker Road Operational Improvements
(Work consists of traffic and multi-modal operational improvements on Parker Road (State Highway 83) between Lincoln Avenue and E-470)
The final design for the project is complete. Utility coordination and acquisition of right-of-way and easements are currently being finalized. CDOT approval to advertise the project for construction is anticipated in the second quarter of 2023, with construction beginning in the third quarter. Work is anticipated to be completed in 2024.
Motsenbocker/Hess Intersection Improvements
(Works consists of improvements at the Motsenbocker/Hess intersection and widening south)
The project is complete.
Responsive Signal System Expansion
(Work consists of installing 7 new count stations and monitoring equipment, as well as creating new Traffic Responsive control signal programming.)
Design on the project is substantially complete and an intergovernmental agreement (IGA) with CDOT has been approved by Town Council to secure joint funding on the project. The project has been bid/awarded. Pending approval of the design by CDOT, the project will be bid out in the first-quarter of 2023 with Due to manufacturing lead times, full operation of the expansion is anticipated to be completed by the end of in the third-quarter of 2023.
Downtown Circulation Improvements
(Work includes pedestrian safety and circulation improvements on Victorian Drive and Mainstreet. The project also includes a traffic signal at the Mainstreet/Victorian Drive (west) intersection.)

Parker Road Sidewalk - East Side Connection project (w/pedestrian bridge over Sulphur Gulch)
(Work consists of installation of a multi-use trail/sidewalk on the east side of Parker Road from Sulphur Gulch Trail to just south of Parker Square Drive with a pedestrian bridge over Sulphur Gulch.)
Design on this project is underway and the Town has received approval for partial State multi-modal funding for this project. An intergovernmental agreement (IGA) was approved by Town Council to solidify State funding. Bidding on the project is anticipated to occur in 2023, with construction commencing following.
Crowfoot Valley Road/Bayou Gulch Road/Chambers Road Traffic Signal
(Work consists of installation of a span wire traffic signal at the Crowfoot/Bayou/Chambers intersection)
Construction is substantially completed with the traffic signal operational.
Chambers Road/Red Sky Drive Traffic Signal
(Work consists of installation of a mast arm traffic signal at the Chambers/Red Sky intersection)
Construction commenced in the second quarter and is anticipated to be completed in the fall.
Jordan Road/Parkerhouse Drive Traffic Signal
(Work consists of installation of a mast arm traffic signal at the Jordan/Parkerhouse intersection)
Construction commenced in the second quarter and is anticipated to be completed in the fall.
Lincoln Avenue Widening
(Work consists of widening Lincoln Avenue from a four (4) lane section to a (6) six lane section between Keystone Boulevard and Parker Road. The project is a joint-venture effort with Douglas County)
Design of the project is underway with construction tentatively forecasted for 2024/2025 pending approval of budgets.
Jordan Road/Newlin Gulch Improvements
(Work consists of widening Jordan Road and the Newlin Gulch bridge between Stonegate Parkway and Lincoln Avenue. The work also includes adding sidewalk on the west side of Jordan Road between Stonegate Parkway and Village Center Drive.)
Design is 60% complete. Next step is final design and right-of-way and easement acquisitions. Construction is tentatively scheduled for 2024/2025. The Project is anticipated to be bundled with Lincoln Ave Widening project. Construction is tentatively forecasted for 2024/2025 pending approval of budgets.
Mainstreet North Sidewalks
(Work consists of widening sidewalks on the north side of Mainstreet between Victorian Drive and the east property line of Town & Country Village Townhomes.)
Construction is underway with anticipated completion by the end of September 2023.
Twenty-Mile Road/Mainstreet Turn Lanes
(Work consists of adding a second left turn lane eastbound on Mainstreet at Twenty-Mile Road, adding a right turn lane southbound on Twenty-Mile at Mainstreet and adding a left turn lane on Twenty-Mile Road at Stage Run.)
Design is complete and project is being bundled with the Dransfeldt Road widening project. Bidding and construction are pending right-of-way and easement acquisitions.
Pikes Peak Drive Sidewalks
(Work consists of widening sidewalks on Pikes Peak Drive between Sulphur Gulch bridge and Mainstreet.)
The duration of lane closures, methods of handling traffic (MHT) will be deployed by phase including but not limited to narrowed lanes, on-street parking closures, lanes shifts, and occasional one-lane closures. The goal is to always maintain access to businesses/residences and to coordinate closely with property owners on driveway reconstructs. MHT plans and durations will vary by phase and sometimes daily depending on the type of work being performed.
The plan is to construct the project in the following phases:
- Phase 1 = East side of Pikes Peak Drive from Sulphur Gulch Trail to Pikes Peak Avenue
- Phase 2 = East side of Pikes Peak Drive from Pikes Peak Ave to Mainstreet
- Phase 3 = West side of Pikes Peak Drive from Mainstreet to Pikes Peak Avenue
- Phase 4 = West side of Pikes Peak Drive from Pikes Peak Avenue to Sulphur Gulch Trail
Phase 1 of the sidewalk widening project is scheduled to begin May 8, 2023, with a target completion date of July 2023. Schedule targets for phases 2-4 will be made available by the contractor as the project advances. The anticipated completion is by the end of 2023.
Dransfeldt Road Widening
(Work consists of adding one southbound lane to Dransfeldt Road between Mainstreet and Pony Express Drive.)
Design is complete and project is being bundled with the Twenty-Mile/Mainstreet Turn Lanes project. Bidding and construction are pending right-of-way and easement acquisitions.
Dransfelt Road Extension
(Extension of Dransfeldt Road south of the Twenty Mile Road intersection over Cherry Creek and connecting into Motsenbocker Road north of Salisbury Park)
Design on the project is currently underway with construction tentatively forecast for 2023/2024.
Hilltop/Canterberry Area Improvements
(Work consists of turn lane and acceleration lane improvements at/near the Hilltop/Canterberry intersection)
The project was awarded by Town Council in May with construction anticipated to commence and be completed during the DCSD summer break at the adjacent Legend High School to minimize impacts.

Annual Maintenance Projects
Townwide Concrete Replacement Program (CIP 23-004) - 2023
(Work consists of miscellaneous sidewalk, concrete pavement and curb & gutter repairs throughout the Town)
This program is scheduled to begin on Aug. 14, 2023 and conclude on or before Nov. 3, 2023.
Townwide Pavement Preservation Program (CIP 23-003) – 2023
(Work consists of slurry seal and chip seal on local, collector, and arterial streets throughout Town)
This program is in progress now and scheduled to conclude on or before June 2, 2023.
Roadway Resurfacing Program (CIP 23-002) – 2023
(Work consists of roto-milling and resurfacing Canterberry Parkway and then Chambers Road)
This program is scheduled to begin June 12, 2023 and conclude on or before Aug. 7, 2023.
Stormwater Capital Improvement Projects
Cherry Creek at Dransfeldt
(Work consists of channel and bank stabilization from Public Service Company of Colorado transmission lines to a point approximately 2,500 feet south)
This capital improvement project is within the final design and permitting phase with construction anticipated to begin by May of 2023.
West Stroh Gulch at Anthology North
(Work consists of channel and bank stabilization from an existing drop structure immediately upstream of French Creek Loop to a point along West Stroh Gulch approximately 5,100 feet southwest)
This fee-in-lieu improvements project is currently under construction with substantial completion anticipated in the first or second quarter of 2024.
Jordan Tributary at Bradbury Ranch
(Work consists of channel and bank stabilization from an existing stormwater pond immediately upstream of Mainstreet to a point along Jordan Tributary approximately 3,600 feet north)
The final design and permitting of this capital improvement project is complete and the project is out for bid. Due to sensitive nests in the area, construction is anticipated to commence after bird nesting season in September 2023.
Cottonwood Meadows Tributary
(Work consists of channel and bank stabilization from an existing stormwater pond immediately upstream of Jordan Road to the confluence with Cherry Creek approximately 1,200 feet east)
This capital improvement project is within the final design and permitting phase with construction anticipated to begin in the fourth quarter of 2023.
Cimarron Middle School Pond
(Work consists of structure retrofits and improvements to a regional stormwater pond adjacent to Cimarron Middle School)
This capital improvement project has been completed and is currently undergoing revegetation and restoration efforts.
Clarke Farms Drainage Improvements
(Work consists of re-establishment and improvements to an existing channel and associated stormwater infrastructure to alleviate flooding concerns in this area.)
This capital improvement project has been re-evaluated for cost reductions and is nearing completion of final design. Construction is anticipated for the winter of 2023/2024.
Mainstreet at Cherry Creek Pond
(Work consists of constructing a new water quality and detention pond to treat and attenuate runoff from Mainstreet which is now directly connected to Cherry Creek.)
The preliminary design of this capital improvement project has been completed. Due to the anticipated costs, the final design and construction of this project will be budgeted in future years.
Facility Capital Improvement Projects
Town Hall Expansion Project
(The Project consists of a 32,000 (+/-) square foot expansion to existing Town Hall, select interior renovations to existing Town Hall, site work associated with the new expansion, addition of new parking lots and rehabilitation of the existing parking lots.)
Conceptual and schematic design are underway with anticipated completion in June 2023. Design development, entitlements, construction documentation and permitting to follow. Construction is tentatively scheduled for 2024/2025.
Recreation Improvements
Jordan Road Under-Crossing Project
(Project consists of constructing an under-crossing along the East-West Regional Trail at Jordan Road)
This project is substantially complete.
Harvie Open Space Access Improvements
(Project consists of access improvements at/near the Mainstreet/Canterberry Parkway intersection needed for the planned Harvie Open Space park)
Construction on the project is underway and anticipated to be completed by summer of 2023.
Harvie Open Space Park Improvements
(Project consists of improvements for the proposed Harvie Open Space park located at/near the north side of Mainstreet/Canterberry Parkway intersection)
The final design is complete and the contract was awarded by Town Council in April. Construction on the project is anticipated to start in May and be completed by the end of 2023.
