How does the property annexation process work?
Property owners in unincorporated Douglas County generally have the option to process developments through Douglas County or request annexation into the Town of Parker and process the development though the Town. For a property to be annexed into the Town of Parker, it must go through the following steps:
- If a property owner chooses to develop in the Town they will submit an annexation petition and application, and a zoning application.
- The Town and other agencies review the annexation and zoning through the Town’s review and referral process.
- If the application is determined to be complete and complies with the Town and State regulations, as well as the Master Plan, the Town Council will consider the annexation petition and sets a public hearing date.
- Planning Commission makes a recommendation on the property’s zoning.
- Town Council considers the annexation and annexation agreement at the public hearing. Council considers the zoning on the same night and will vote to approve or deny the application.

How is the Cultural Department funded?
There have been some questions recently on social media regarding the Cultural budget and how much of their funding comes from the Town's general fund. You can learn more about Cultural Department funding here.
Why do some residences have Parker mailing addresses, but are not located within Town boundaries?
The US Postal Service has assigned all of ZIP Codes 80134 and all of 80138 as Parker addresses. A large portion of these zip codes are not in Town. Additionally, the Parker area has been a place since 1882 originally named Pine Grove, but the Town was not incorporated until 1981. How do I get an event listed on the Town calendar or electronic message boards?
Non-profit community events in Parker may qualify for limited publicity assistance from the Town. If certain criteria are met, events may qualify for a listing on the Town's electronic message board at Parker and Mainstreet and/or a free listing in the Town's online or Talk of the Town community calendar.
